What the app does is take several snapshots in rapid succession and compare them against each other to determine moving elements in the background like walking people. You can see these elements highlighted in the app afterward, and all you need to do to magically make them disappear is tap on their figures.
The end result is several snapshots combined, with much, much less distraction. While we'd all love to be able to tap away photobombers and unwanted elements in our photos right now, the Scalado Remove app isn't yet available to the public.
